Only Lv.76–85

The game offers this quest only while your level is in this range; once you pass it, the quest no longer appears in the NPC list.

The king of Bloodstone, Richitta, was not born to the throne. He was the archduke of the kingdom before that, how his countless victories in the War of Conquest allowed him to claim the crown. But his talent was not limited to war. His subjects glorified him because he brought them prosperity. But that's not all. The Vanisians helped the king enrich the soil of his mountain kingdoms, giving him their technology! Imagine technologies that are perfect enough, to enrich even the most barren lands of the highlands! How cool it would be to recreate them!
